Is it legal under "European Union Law", or any law for that matter to charge for toilets in a restaurant?

this is the norm and there is no legal obligation for most stores to have a public restroom either same goes for garages and the like................You try finding a rest room in the UK where you can use it.....even Harrods charges you to use their rest room.
