What's the difference between extracts and perfumes?

So explain this to me... perfumes are essential oils (or perfume oils or another material) mixed with ethyl alcohol. Extracts (like vanilla extract, used in cooking) are also plant extracts mixed with ethyl alcohol. How are they different? Why can't I use extracts as perfumes (especially since they are way cheaper)?
